Hello. A snug fit is ideal. As long as it is not too snug where it is uncomfortable (or cutting off circulation!). Loose fabric from shorts that are too large can tend to bunch up and cause chafing as well as allow the pad to shift around as you ride...causing saddle sores. Neither of which are good things.
So...taking all of that into account, you seem to be right in between sizes Small (28-30 waist) and Medium (32-34 waist). Everyone's body type and preference on fit varies, of course, but generally speaking most riders seem to size up in these instances so that they're not wearing something too tight and restrictive. But, again, everyone is different and that shouldn't be ignored.
Either way, we always make exchanges really easy going too, so if you need to do that then that wouldn't be a problem at all. Or, if you buy one of each size, compare the fits and return one for a refund then that's fine too.
