Hello. There is a good amount of elastic in the waist band, but a 3XL measures 42 inches when laying flat on a table and comfortably stretches to about 43-45 inches when worn (though it could stretch more). The hips are about 50-52 inches.
The 4XL measures 46 inches when laying flat on a table and comfortably stretches to about 47-49 inches when worn (though it could stretch more). The hips are about 55-57 inches.
