Hello. Yes, this short is designed to be an underliner that you would layer on top of, most likely with loose-fitting shorts or pants. The fabric is very lightweight to make it as breathable as possible so it can almost border on see-through under certain conditions. Additionally, the cup-like design doesn't leave much to the imagination. For these reasons, we always recommend wearing this item underneath a loose-fitting outer layer.
