(4/22/19) Hello. This is one of our few styles that deviates a little from our traditional size chart so, yes, a 4XL was designed for a 40-42 waist. This item has been discontinued, however, so we only have Small left in stock. (If you choose a size from the dropdown you will see that Small is the only size option with availability). The inseam on size Small is about 8 inches.

For example, an option like our Elite Underliner Shorts also use a thick gel chamois and this style follows our more traditional size chart where a 4XL is designed for a 50-52 waist with an 9.75 inch inseam.
