Hello. The outer layer is not windbreaker, no. The jersey is full 86% Polyester/14% Spandex fabric.
However, you can easily pair it with one of our nice Women's Windbreakers on chilly/windy days. This windbreaker packs up exceptionally small when you warm up mid-ride.
