Hello. I'm sorry for any miscommunication. It is tough to nail down a specific range. My brother has lived in California (bay area and then southern CA) for a decade and while I'm wearing shorts and a t-shirt he's wearing a hoodie and jeans, for example. We all just have different internal temperature ranges.
But, again, for the general/average rider the comfortable range is probably somewhere on the low side around 20-30 degrees F with a base layer/jersey underneath during a ride and in the 50s on the high side. Adjusting your layers can get you down far lower than that though. But it would probably be too warm for the "average" person past the 50s.
