Hello. Yes, that's correct. However, leg warmers are not designed to extend the whole way from the top of your inseam down to your ankle (they should ideally stop a few inches below the top of your inseam) so there is some flexibility there too. The inseam of size Small when just laying flat is 27 inches. Of course, it stretches a bit when you put it on and, again, you don't necessarily want it coming all the way up to the top of your inseam (which would be a bit uncomfortable).
