Hello. Cycling shorts are always designed to be worn right up against your skin with no underwear between you and the shorts. The shorts are designed to wick moisture and breathe but if you add a layer of cotton underwear between them then you'll run the risk of chafing, bacteria, soaking up sweat, etc.
It takes a little getting used to, but they're designed to be worn right up against your skin.
