Hello. They are not windproof, but our Thermal Windstopper or Thermal Windproof items are, in case that's more in-line with what you're interested in.
When it comes to temperature ranges, everyone has a different comfort zone there, but for light walking/hiking activities I would probably say these would be suitable somewhere in the 30s-50s for most folks.
