Hello. This item does run a little big (as noted in the size chart) and if you're wearing snug-fitting padded liners under them you shouldn't need to size up to allow for adequate room for layering. If size 16/waist 38-40 sounds right for you then you should be good with a XX-Large to start or maybe even X-Large.
In either case, we can always help with returns or exchanges in case you need to return a size or if you buy one of each size and keep one/return one.
