Hello. Everyone is proportioned a bit differently and prefers a different fit, of course. But this is a loose fitting jersey so if that is his chest measurement it may be best to try the smaller size first and we can always help with an exchange, if needed. Or, some riders will order 2 sizes and then return whichever one doesn't fit.
