Hello. These can be worn over padded liner shorts or padded cycling shorts, yes. You don't need to size up or anything, just follow the size guidelines (this item does run a little big, as noted in the size chart). This is a great approach if you plan on stopping in at shops, restaurants, etc. during your ride, or if you just prefer to have a more casual look than typical road shorts provide.
