Hello. All of the replacement pads are designed to be sewn in place for best performance with the exception of the Removable Pad. The Removable Pad has some silicone grippers on the back to help keep it in place without sewing it in.
Doubling up on padding works sometimes but it can cause issues if the pads move around independent of each other while you ride too. But there are some people who have done this, yes.
