Hello. We recommend ordering according to the size chart and if you wear a Medium in the Pro Shorts then you should probably be a Medium here too. Even if you're wearing them underneath another layer you shouldn't need to "size down" on these nor "size up" on the outer layer. They're so stretchy and form fitting and that shouldn't affect things.
But compared to brands like PI that manufacture overseas and import their products you may be a different size in our gear, yes. We just have a more "American fit" in our sizing compared to PI.
