Hello. Padded cycling shorts are designed to pad and support you as you ride, yes. But in all honesty, multiple variables are at work to affect this, including your saddle (composition, shape, cut out/relief areas, etc.), your saddle position (tilt, angle, height), your riding posture and your personal body sensitivities.
Cycling shorts have pads that support the butt and crotch and the majority of the padding (the thickest part) is at the sit bones, which are your body's main contact points with the saddle. That's what bears most of the weight of your body. But they will also be padded through the crotch as well, through the "nose" of the saddle. This padding in the crotch is usually thinner to prevent numbness and pressure, while still providing some padding and support.

Some sports medicine branches of local hospitals offer these services as well. Bike fits can be very helpful to fine tune and dial in your bike's adjustable parts to be best suited for your body type, posture, riding style and personal measurements. They can go over everything from saddle position to crank arm length, handlebar height and more. It can be a very helpful service.
