Hello. The inseam of the padded liner is about 8" when just laying flat on a table, not stretched at all. It can be worn under other shorts, yes.
As far as sizing goes, we recommend following the size chart based on your waist measurement:
This is one of our few imported items so the sizing is very different from our normal product line. And we're running low on sizes (which is why it is on sale).
