Hello. With those measurements, I would probably recommend Regular Small, instead of Tall Medium. The waist size of a Medium (32-34) would likely be a bit big for you and most of our tall riders are commonly about 6'2" and above. Sometimes you may have a longer-than-average inseam and a shorter torso and may need tall tights even if you're below 6'2" but if you don't typically wear tall-specific bottoms then the tall length here would probably be a bit too long.
