Hello. No, it is not. The liner and the shell are attached at the waistband. But if you would like a separate shell, check out our Venture, Multi-Sport and Urban Pedal Pusher options. These styles all have more pockets with zipper closures too. They pair great with padded liner shorts or padded cycling shorts if you like to have separate pieces.
