Hello. We always include a product-specific size chart in each listing that should be true to form, yes. This fit is our relaxed/casual fit and with those measurements in a 4XL you'll have about 3" of room at the upper torso (so it's not skin tight or race fit or anything). And there is not an extreme taper or anything down to the waist; it is a relaxed fit throughout.
And, yes, we ship to Canada every day. We have 2 international carriers to choose from: FedEx and APC International, which uses local post for final delivery.
