Hello. Our size charts are based on your actual waist measurement, which can sometimes vary slightly from your "jeans size." For example, I wear 32 jeans but my actual waist is about 34 or 35, depending on...well, all kinds of stuff.
But if you're a 30 or 31 I would suggest Small, yes. 32-34 will probably be too large for you.
