Hello. Yes, there is a fleece liner. Everyone has different tolerances to cold, of course, but I just rode with these outside for about an hour and it is 30 F/feels like 26 F. I felt fine for the most part, starting to get chilly but slipping some hand warmers in there would really extend the temperature down even farther. But generally from the low-30s to high-40s I would say is the bell curve standard range for most folks out there. And then, of course, adding liners or hand warmers only pushes that range down lower into colder temperatures.
