Hello. At 6' you're probably best with the standard fit; most commonly tall fits are for riders 6'2" and above. But we're all proportioned differently (some people are "tall" just in the inseam but not the torso or vice versa) so if you typically seek out tall-specific gear then tall is probably the place to start.
To measure inseam, you would just measure from the top of the crotch down the leg, just like on a pair of jeans. But you just want to make sure that the inseam won't fall in a spot where it is hitting the back of your knee as you ride, which can be uncomfortable.
